I have a problem when submitting a transaction using cardano-cli 1.33.

This is my transaction:

This is my mint script:

Without seeing your signing command it's difficult to discern what you're doing wrong. Can you confirm you are referencing the policy skey in your signing command? --signing-key-file keys/policy.skey

Try to follow the transaction pattern found here toward the end of the page. It worked for me.

You need to add

--mainnet \
--alonzo-era \
--witness-override 2 \

You can probably drop the --invalid-hereafter, unless you think you specifically need that. Remove the --fee. Also, make sure your invalid-hereafter is in the future. You may only need 1 tx-in as long as that utxo has enough to cover your transaction.
