How to properly interpret Bytestrings (TxMetadata)

Question

In the TxMetadata caradano wallet spec there is this:

{ "bytes": HEX-STRING } The value must be base16-encoded (a hex string).

So, given this from a transaction: "fields": [ { "bytes": "24c259ec14694f569d5ebb1b8b6aac627947c358c644d3063c32cab6" }]

How should the value:

"24c259ec14694f569d5ebb1b8b6aac627947c358c644d3063c32cab6"

...be converted to what it truly represents?
